CThis ceremony took place under the chairmanship of Zineb El Adaoui, first president of the Higher Council of Accounts and current Secretary General of Afrosai, and Khaled Ahmed Shakshak, President of the Court of Auditors of Libya and president of the organization.

This memorandum of agreement fixes the terms of transfer, in particular the commitments of Morocco in terms of resources, logistical support and infrastructure to guarantee an optimal operation of the new general secretariat.

In his speech, Zineb El Adaoui underlined the strategic scope of this stage, considered a pivotal moment in the history of the Afrosai. It has reaffirmed the commitment of the Higher Council of Accounts to preserve the heritage of the organization and to strengthen its impact through structuring and innovative projects. It also insisted on the need to improve coordination between the regional organizations of the organization and to strengthen its positioning towards the mother organization, the intosai. An effective communication strategy, on a continental and international scale, is also among the priorities.

For his part, Khaled Ahmed Shakshak expressed his full confidence in the capacity of the Superior Council of Moroccan accounts to take up this challenge. He praised the remarkable course of this institution and affirmed that the Presidency and the General Secretariat of the Afrosai will work together in achieving common objectives, in particular the capacity building of member institutions in the fields of financial and accounting control, institutional support and the development of technical skills.

This agreement is a continuation of the decisions made during the general meeting of the Afrosai, held in Tripoli from December 4 to 6, 2024, which had appointed the Superior Council of Accounts as new Secretary General and host institution of the permanent headquarters of the organization. He also followed the signing, on April 30, 2025, of the headquarters’ reception agreement in Rabat between the Moroccan government, represented by Nasser Bourita, Minister of Foreign Affairs, and Zineb El Adaoui, in his capacity as secretary general of the Afrosai.

This approach is fully part of the royal vision of Morocco, resolutely turned towards a strengthening of the South-South partnership, considered as a strategic choice. It aims to erect efficient governance at the service of shared sustainable development and a prosperous future for the whole of the African continent.
