The National Observatory for Road Transport (OTR) called for the opening of an in -depth administrative and technical inquiry regarding ” Legal and pedagogical dysfunctions noted in the revision of the theoretical examination bank for obtaining the driving license ». He specifies that this request follows numerous complaints from professionals in the Driving and Candidates Teaching Sector, who point out that the new questions introduced in the examination lack clarity and educational rigor.

In a request addressed to the National Road Safety Agency (NARSA), the observatory requested the opening of an administrative, technical and financial inquiry in order to identify those responsible for the introduction of these new questions and to clarify all the circumstances surrounding this decision. He also insisted on the need to review all the documents and correspondence related to this modification, for the sake of transparency and credibility in the decision -making process.

In addition, the observatory called for the suspension of the use of these questions until their reformulation by a specialized scientific committee, which would take into account the educational standards and the Moroccan standards in force. He also argued for the involvement of representatives of professionals and civil society in the development and update of the examination bank, in accordance with the principles of participative democracy devoted by the Constitution.

In the meantime, the same source stressed that ” The questions are formulated in an unclear manner, which sowed confusion among candidates and compromises the equity of their evaluation “, Also surprising from” the way in which these modifications were introduced without prior notification or explanation to the beneficiaries ». This, according to her, contravenes objective standards which must govern evaluation systems in the training processes.

The request also specifies that “ The new questions include signals and imported references of foreign traffic systems, in particular northern European countries “, Adding that” These signaling does not correspond to the road and human realities of Morocco, which constitutes a violation of the principle of adaptation stipulated in article 2 of decree n ° 2.10.421, imposing that the questions be adapted to infrastructure and local specificities ».

The same source also indicates that “ The questions address technical and medical themes that go beyond the basic training as defined in the educational specifications “, Stressing that” These subjects fall under the skills of health and mechanical professionals, and do not meet the requirements of a driving test examination ».

The observatory says that “ The new questions lack a clear legal framework, no regulatory decree having been published to set the training criteria and the foundations of new questions “, What he considers” an exceeding of legal skills and a non-compliance with the hierarchy of legal texts ».

He adds that ” The changes to the Bank of Questions caused an unjustified increase in the failure rate among the candidates, which started the confidence of citizens in the transparency of exams “, Specifying that” These changes have also exacerbated professional confusion in driving educational establishments, creating an environment unfavorable to an equitable assessment ».

The observatory concludes that ” This poorly prepared revision has harmed a large number of candidates who could not take the exam under fair legal conditions “, Believing that” This situation reflects a failure in the driver’s evaluation system and calls for a deep revision ».
