The unexpected transparency of Zakia Driouich, secretary of state in charge of maritime fishing, raised a tumult within the national rally of the self -employed (RNI, majority): during a meeting with pre -electoral appearance in Dakhla, the government official recognized that M’Barek Hammia, deputy of the same party and exploiting of a conchyical firm, audience of 11 million dirhams.

This confession, pronounced without detour, throws raw light on the disturbing tangles between the elective functions and the material advantages linked to the sectoral policy. Mr. Hammia, elected from Essaouira, has multiplied the pleadings for several months in favor of the maritime economy, welcoming what he names the “Rise in power” from the Moroccan Fisitance Sector. He claims that the country now reaches an annual production of 1.4 million tonnes of sea catches, for a commercial value of nearly 16 billion dirhams.
-In a speech recently pronounced in the House of Representatives, he called for an increase in support for processing industries while emphasizing the need for a revaluation of artisanal fishing, in his eyes guaranteeing social equity and territorial continuity.
But the statements of Mᵐᵉ Driouich give these exhortations a singular coloring. “Yes, the exploitation of Mr. Hammia has benefited from public support as part of the Conchylical Valuation Programs”she admitted, without forgetting to recall that this funding was a supervised system.
The legal nature of the payment does not, however, exhaust ethical objections. Because in the absence of rigorous mechanisms of offset or obligation of transparency, the allocation of public funds to elected officials active in the development of sectoral policy raises a substantive question: that of the impartiality of budgetary choices in a rule of law.
So far, no official reaction has been issued by the management of the RNI. For his part, Mr. Hammia has not made any response to the press stations.
