In order to provide the population with a qualitative, sustainable and accessible cultural offer, the Friborg State Council transmitted two laws on the Grand Council on Friday. He wishes to invest in culture by responding in a concrete and structuring way to current and future issues.

The law on the encouragement of cultural activities (LEAC) and the law on state cultural institutions (LISS) are doomed to replace current laws, dating from 1991, the Council of State said on Friday in a press release. “These two total revisions mark an important step in the public encouragement of Friborg culture,” added the cantonal executive.

Admittedly, the current legal framework made it possible to develop a strong positioning: the Friborg cultural life is rich and varied and contributes to the influence of the canton, analyzes the Council of State. But it is now a question of having modern support tools adapted to the social, economic and environmental sustainability of culture.

Best coordination

These tools must also strengthen the consistency and efficiency of public action in the environment. They also respond to requests from the cultural sector, in particular by simplifying certain points.

“The idea today is that cultural actors have less administrative concerns and administrative constraints. This law in reality does not allow either to save, or to give more to culture, but to simplify and better coordinate,” said Sylvie Bonvin-Sansonnens, State Councilor in charge of culture, Saturday at the microphone of RTS. And to add: “She is doomed to work in bad weather but also in good weather. So she does not specify any figures, no budget distribution”.

Positive feedback from the environments concerned

For its part, dismissed it clarifies and modernizes the missions of the six cultural institutions of the State, namely the cantonal and university library, the Conservatoire, the Museum of Art, Archeology and History, the Museum of Natural History, the Archives of the State and the Château de Gruyères.

“These institutions will thus be able to continue in the coming decades to issue quality services to the service of the entire Friborg population,” notes the Council of State. This law emphasizes access to culture, sustainable production, partial empowerment and networking of these institutions.

Before submitting bills to deputies, the Council of State led a broad participatory process to cultural and political circles. The nearly 150 feedback and positions proved to be very positively positive about the mind and content of the two laws. On this basis, various adaptations and details were integrated into the two texts.
