


A memorandum of agreement was signed on Friday May 2 in Rabat, between the Court of Auditors of the Kingdom of Morocco and the African Organization for Higher Public Finance Control Institutions (Afrosai), officially sealing the transfer of the permanent headquarters of the Organization of Cameroon to Morocco.
This memorandum, initialed by the first president of the Court of Auditors, Zineb El Adaoui, and the president of the Afrosai, Khaled Ahmed Shekshek, defines the commitments of the Court as host institution and specifies the practical methods of reception of the headquarters in Rabat.
Through this agreement, the Court undertakes to promote the common heritage of the Afrosai, to defend the interests and aspirations of African higher public finance control institutions, and to work for the consolidation of their role on a continental and international scale. It will also expect the application of guidelines and decisions emanating from the deliberative bodies of the organization, improving its governance and strengthening its supervision and internal control system.
The first president of the Court of Auditors announced that the institution will propose the launch of coordinated control missions between the members of the Afrosai, on various themes of common interest. These missions will help strengthen collective action and cooperation between the continent’s institutions.
-In this dynamic, Ms. El Adaoui indicated that a communication strategy will be developed to collect members’ proposals on the subjects of control to be carried out. It also insisted on the importance of developing exchanges with member institutions as well as with institutional, technical and financial partners, in order to guarantee the success of this new stage.
She also pointed out that the signing of this memorandum represents a major advance in the implementation of the AFROSAI strategic program, which aims to strengthen the performance of control institutions, to promote good governance and to promote transparency through the African continent.
For his part, the president of the Afrosai told the press that the choice of Morocco to house the permanent headquarters of the organization constitutes a recognition of the achievements of the Court of Auditors. He recalled the main missions of the Afrosai, in particular support for member control institutions. He stressed that the reception of the siege by Morocco will help to improve their functioning, in particular in the fields of transparency, governance and the fight against corruption.
This agreement is an extension of the decisions made during the general meeting of the Afrosai, held in December 2024 in Tripoli, during which the Court of Auditors of Morocco was elected at the head of the General Secretariat of the Organization and appointed to accommodate its permanent headquarters.
