This memorandum aims to define the commitments of the Court towards the general secretariat of the organization within the framework of the reception by the kingdom of its permanent headquarters, and to complete the procedures of transfer of the latter from Cameroon to Morocco.

The memorandum, signed by the first president of the Court of Auditors, Zineb El Adaoui, and the president of the Afrosai, Khaled Ahmed Shekshek, also assigns the objective of setting the practical methods to be implemented by the Court for the reception of the permanent headquarters of the organization.

Under this agreement, the Court of Auditors, in its capacity as a host institution of the permanent siege of the Afrosai, undertakes to work for the valuation of the common heritage of the organization and the defense of the aspirations of the higher African institutions of control of public finances in order to strengthen the fundamental principles set out in the statutes of the organization as well as to consolidate the international place of the Afrosai and its cooperation relations with the parties external.

The Court also undertakes to develop, adopt and apply guidelines and decisions emanating from the deliberative bodies of the organization, to improve its governance, and to strengthen the supervision and internal control system for all of its activities.

“The Court of Auditors aspires to work jointly with the presidency of the organization in order to share projects, programs, expertise and experiences at the service of member institutions, through the organization of annual meetings and the search for solutions with common challenges with which these institutions are confronted, whether it is the strengthening of their independence, the development of technical capacities or the development of modern control tools adapted to risks based on risks and Digital transformation, ”said El Adaoui.

The Court, she continued, will propose the launch of coordinated control missions between member institutions, relating to various themes of common interest, thus helping to strengthen collective action and cooperation between institutions.

In this context, Ms. El Adaoui indicated that a communication strategy will be developed with all members to collect their proposals on subjects that will be the subject of control missions, while developing communication with member institutions and institutional, technical and financial partners.

She added that the signing of this memorandum is a major step towards achieving the objectives set by Afrosai, as part of its strategic program aimed at strengthening the performance of higher finance control institutions and promoting the principles of good governance and transparency on the scale of the African continent.

For his part, the president of the Afrosai indicated, in a statement to the press, that the choice of Morocco to house the headquarters of the Afrosai crosses the successes made by the Court of Auditors.

After having reviewed the Missions of the Afrosai, including in particular the support for all superior control institutions, Mr. Shekshek explained that the choice of the Court of Auditors to welcome the siege of the organization will help improve the functioning of higher control institutions of the African continent, in particular with regard to the improvement of transparency and governance as well as the fight against corruption.

This agreement is part of the implementation of the decisions of the General Assembly of the Afrosai held in December 2024 in Tripoli, which had seen the Court of Auditors elected at the head of the General Secretariat of the African Organization for Higher Public Finance Control Institutions and has conferred the permanent headquarters of this organization in Morocco.

Founded in 1976, Afrosai is a regional organization aimed at promoting and developing the exchange of ideas and experiences between higher institutions for the control of African states in the field of public finance control. It works to support financial governance and promote transparency in public finance management.
