Algerian retirees based in France now have the possibility of benefiting from additional financial assistance to complete their income. This system, which also concerns other nationalities, could significantly improve the daily life of many seniors with modest resources.
The solidarity allocation system for the elderly (ASPA), which has existed for several years, now allows foreign retirees, including Algerians, to benefit from a supplement of retirement when they receive insufficient pension. According to a report by TF1 broadcast on Friday May 2, this aid is particularly useful for foreign retirees, many of whom worked in France but have not necessarily contributed long enough to obtain a full board.
This supplement is intended to guarantee a minimum of monthly resources for those who live in France and who cannot support their needs with their retirement pension. Indeed, the ASPA aims to ensure a minimum income for retirees which affect pensions below a threshold fixed by the French State

The solidarity allowance for the elderly (ASPA) is mainly intended for retirees aged at least 65 years. However, exceptions exist for certain categories of people who can benefit from it earlier: veterans, deportees, internees, prisoners of war as well as recognized invalid or disabled persons at least 50% can request from 60 or 62.
Algerian retirees: the conditions to benefit from ASPA
To be eligible, you must reside in France in a stable and regular manner. This condition applies to both French and foreigners. Algerian nationals and other countries (Andorra, Benin, Cap-Vert, Congo, Gabon, Israel, Madagascar, Mali, Morocco, Monaco, Senegal, Togo, Turkey or Tunisia) can benefit from it. Foreigners must justify a residence permit allowing to work for at least ten years, or belong to specific categories such as refugees, stateless or beneficiaries of subsidiary protection.
The amount of aid is subject to strict resource conditions. For a single person, income must not exceed 1034.28 euros per month. For a couple, this ceiling is set at 1605.73 euros monthly. These thresholds are reassessed each year. The allowance completes existing resources to reach these minimum amounts.
Requests must be sent to the National Old Age Insurance Fund (CNAV) or, for former agricultural workers, to the Mutualité Social Agricole (MSA). The file must include several supporting documents: an identity document, proof of address and all the documents attesting to the resources perceived.
