Consignation: craze for return places, despite a development suspended by Quebec

Since April 2024, more than 100 million containers have been reported in the places of return Consignation and Consignation+ across Quebec, a craze which, according to the responsible organization, clearly demonstrates the satisfaction of the public.

Despite the break on the new Consignation and Consignation+projects, last January, following the triggering of an administrative inquiry, 17 sites have opened up since.

The openings in different regions of Quebec, which have taken place in recent weeks, were already planned, explained Jean-François Lefort, vice-president of corporate affairs to the Quebec Association for Recovery of Bervies (AQRCB).

“Construction is not like opening or closing the tap. It’s like a fire that arrives at the embers and quietly, it goes out. We had commitments. We had worked and that’s what we finished. ”

Mr. Lefort maintains that the AQRCB is fully collaborating in the investigation. Quebec has triggered this survey to shed light on different aspects, including delays in deployment of the network, as well as compliance with the regulatory obligations of the non -profit organization.

Until now, some 50,000 people have downloaded the Consignation mobile application, which allows you to obtain a repayment of the instruction by electronic means, a number which accelerates, according to Mr. Lefort, with the opening of the new places of return.

Objective by 2032

The ambitious government vision is to record five billion containers each year, with a recovery rate target of 90%, by 2032.

“We must be able to transform our network. To give you an idea, a grocery store that performers returns 1.5 million containers per year and overheating. It’s a lot of volume. A consignment+, for example, to a capacity of 25 million containers per year. ”

According to Mr. Lefort, the AQRCB is reviewing its financial structure to respond to this vision. One of the differences between a consignment+ and a consignment is the bulk deposit which allows the treatment of a larger volume of containers.

“The machine can make around 200 to 250 containers per minute. We are really elsewhere, ”he said.

Reactions

By 2027, the network provides 400 return places Consignation and Consignation+. Currently, there are 49 sites active in the province, including two in Quebec, out of twenty which are planned in the region.
