The United States of America will definitively complete, in three months, its participation in the MCC Power Compact and let the Senegalese government continue with its own means this program implemented to increase energy production and electrifying rural areas in Senegal, said on Monday, April 28, 2025, in Dakar, the director general of the Millenium Challenge Account (MCA) in Senegal, Oumar Diop.

The US government has informed by letter, to our country, that it will end, in three months, to the financing of MCC Power Compact projects”Announced Mr. Diop to APS and RTS.

The United States has indicated that it will end any funding for MCC Power Compact after the next three months. The Senegalese authorities have decided […] to continue this program with their own funds, until its completion“He said.

This program had a duration of six years, of which only year and a half left when the US government announced the suspension of its participation in its funding last February. Its budget is 550 million US dollars, around 316 billion CFA francs.

The 500 million (approximately 287 billion CFA francs) are provided by the government of the United States of America, within the framework of its Public Development Aid policy, the remaining (around 28.7 billion CFA francs) being the responsibility of the State of Senegal.

The MCC Power Compact is implemented by MCA Senegal, an administrative autonomy created in 2020 and placed under the technical supervision of the General Secretariat of the Senegalese presidency.

Senegal: “We cannot continue to depend on the United States”

Oumar Diop assures that “these very strategic investments for our energy sovereignty will be […] Finalized by the Government of Senegal, within the remaining eighteen months of the implementation of the compact ”.

The suspension of public development aid announced by the President of the United States of America concerns an electrification program implemented in Senegal with funding of 318 billion CFA francs in the United States government, said Senegalese Prime Minister Ousmane Sonko, on February 3, in Fass Touré, in the Louga (North) region.

‘’We cannot continue to depend on foreign aid. The day before yesterday, the new American president announced a suspension of all the development aid of the United States in favor of the poor countries, for a period of three months, while waiting to see what he will do with it” He said.

‘’One of the suspended funding was intended for an electrification program implemented in Senegal. It is funding of US $ 500 million (around 318 billion CFA francs” Added the Prime Minister.

The MCC Power Compact, whose execution time is five years, is funded by the Millennium Challenge Corporation of the United States Government.

This electrification program has been implemented in Senegal since 2024. It is intended to increase the production of electrical energy in the country and to increase the number of Senegalese having access to electricity.
