The Official Journal of the American Congress mentions the details of the acquisition by Morocco of 600 Sol-Air FIM-92K Stinger Bloc I missiles with the United States

The American authorities had given their agreement to a large military transaction in favor of Morocco, relating to the supply of a FIM-92K Stinger Block I-type-like armament system, for an estimated value at $ 825 million, according to an official document addressed to the United States Congress by the Office of Security Cooperation (DSCA).

The Official Journal of the United States Congress (Vol. 171, Nᵒ 70) publishes, in its last delivery, the official notification referenced Transmittal No. 25–12emanating from the Department of Defense of the United States through theDefense security cooperation agency (DSCA, according to the English -speaking acronym). This document, addressed to the senatorial commission of foreign relations, confirms a proposal for military sales for the benefit of the Kingdom of Moroccoamount estimated at $ 825 million.

A strategic acquisition of short -range missiles

The proposed transaction relates to the flap supply of 600 missiles sol-air FIM-92K Stinger Bloc Idefense system renowned for its precision in low altitude. L’United States Army would also provide 24 type M134 launch devices, as well as a substantial volume of related equipment. Among these include battery blocks, integrated test tools, logistical supports, technical publications, spare parts, maintenance services, as well as supervision of operational training.

This transfer also includes technical assistance from the United States government and contractual support by private companies, mainly RTX company (formerly Raytheon Technologies), established in Tucson (Arizona), and Lockheed Martin companylocated in Orlando (Florida).

Official letter to the Senate

In a letter dated April 26, 2025, Michael F. Millerdirector of the Agency for Cooperation in Defense Security, formally notified the sale to Chairman of the Senate Foreign Relations CommitteeMr. James E. Risch. Here is the translated extract, inserted in the annexes of Congressional Record :

“In accordance with the notification obligations provided for in article 36 (b) (1) (1) of the Armament Export Control Act, in its modified version, we send you, by this, the file referenced No. 25-12, relating to the proposal of the United States army concerning the letters (s) of supply and acceptance addressed to the Kingdom of Morocco, for the supply of materials and defense services, for an estimated value at 825 million dollars. An official press release will be issued to inform the public of this sale proposal, upon receipt of this letter by your services. ”

The American authorities have agreed to a major military transaction in favor of the Kingdom of Morocco, relating to the supply of a FIM-92K Stinger Block I-type-to-air armament system, for an estimated value of $ 825 million, according to an official document addressed to the United States Congress by the Office of Security Cooperation (DSCA).

This contract includes a complete range of technical, logistical and operational services, among which stinger missiles appear in their most advanced version, portable launchers, simulation devices for training, support equipment, spare parts, in situ technical assistance, as well as advanced training of the units concerned.

According to Annex VII of the communication transmitted to the Senate, the FIM-92K Stinger Block I system constitutes a light, fully autonomous anti-aircraft defense capacity, designed for rapid deployment by land troops. Its advanced guide system, with prosecution sensors, allows the acquisition, monitoring and neutralization of a lens in a single shot.

The highest classification – designated “secret” – has been awarded to components, technologies and services included in this transaction. Unauthorized disclosure to technologically advanced power could, depending on the American services, compromise the effectiveness of the system or allow the development of sophisticated countermeasures, or even competing devices based on similar principles.

Morocco, a technological trusted partner

The letter from director Michael F. Miller stipulates that the American authorities have determined that Rabat offered substantial guarantees as to the protection of sensitive technologies. “The kingdom of Morocco is able to ensure a degree of protection comparable to that required by the government of the United States”it is said in the document.

The sale is an extension of the United States’s foreign policy and their national security objectives. According to State Department officials, this delivery is a strategic character, contributing to regional stability and deterrence against short -range air threats.

Export authorization already acted

The text expressly mentions that all defense articles and services related to this transmission have already been approved for re -export for the benefit of the Kingdom of Morocco. This prior authorization confirms the level of confidence maintained between the two governments in matters of military cooperation.

The official notification was addressed to the president of the Senate Foreign Affairs Committee, Mr. James E. Risch, by the letter dated and codified under the transmission number 25-12.

Approbation sous conditions

According to the official text, this operation is not yet finalized. She remains subject to conference approvalin accordance with the provisions of Arms Export Control Act (AECA)translated into official texts by Armament Export Control Act. L’Defense security cooperation agency specifies that this authorization responds to the interests of the United States foreign and national security policy, in particular within the framework of their commitments to Morocco, described asMajor ally outside NATO.
