The Official Bulletin No. 5869 revealed a series of sovereign measures, taken by the high Moroccan authorities in the field of national security and territorial defensereflecting a silent but determined recomposition of institutional anchoring systems on the territory.
By decision of the Ministry of the Interior, in connection with the Directorate General of Civil Security (DGSC), several entities operating in the field protection of critical infrastructure obtained their Official registration in the national civil security registergiving them a organic status allowing them to contribute to the management of emergency situations, the prevention of technological risks, and the preservation of vital continuities of the State.
In the same momentum, a decree validated the recording of an operator with an extended territorial jurisdiction In the field of urgent interventions, empowered to operate on sensitive classified sites, including certain port areas and energy storage sites. The text specifies that this recording is made “With regard to demonstrated logistical capacity, established geographic coverage and strict compliance with standards dictated by the legislation in force.”
The delegated ministry responsible for the administration of national defense has also confirmed the reallocation of several disused military land holdersincluding the old command barracks at Azilal, Sidi Ifni et Jeradafor the benefit of civil missions. These structures, placed under management shared between local authorities and state services, are called upon to accommodate logistical support centers in mountainous area, advanced rescue stations, or even environmental watch poles.
The general inspection of the FAR, cited in the technical annex, said that “These redeployments are in no way an operational withdrawal but are part of a reasoned reconfiguration of the national defensive network.”
Finally, a joint decision between the Ministry of Health and that of Defense has ratified The creation of a military hospital center in Rabatlocated in the Achmechmi district. This structure, the functional model of which has been validated by the Directorate of Logistics and Infrastructure (DLI), will integrate an emergency medicine pavilion, a war wounded care service and an interhospitable coordination module in the event of a major crisis.
Through these measures, Moroccan security architecture has adaptable, rooted and sober instruments in their visibility but whose scope exceeds the simple administrative register. It is an organic adjustment of the national territory to the requirements of sovereignty and permanence of the State in all its dimensions.
