
The SAAQ and the former Minister of Transport Robert Poëti convinced the government to start the Saaqclic digital transformation project by presenting a contract which was to cost $ 200 million for 10 years. The fiasco bill will reach at least $ 1.1 billion.
“The company will sign a single 10 -year contract with the Alliance for the entire project. The total value of the project over 10 years is estimated at $ 200 million because it includes the cost of the contract and that of internal resources for this same period, “said a document presented to the Council of Ministers on April 13, 2015.
It was signed by the former Liberal Minister of Transport Robert Poëti and the CEO of SAAQ, Nathalie Tremblay.
This document was unveiled Thursday afternoon to the Gallant Commission which is to shed light on the Fiasco Saaqclic. This allowed the SAAQ to conclude a contract according to a public tender process, but comprising specific methods. The objective was to ensure the quality of professional products and services that were going to be retained for the modernization of its systems.
The Chief Prosecutor of the Simon Tremblay Commission was due to the lawyer specializing in public contracts, Stéphane Lépine, could make his comments on the way SAAQ prepared his call for tenders for the CASA/SAAQCLIC project.
An assessment
To convince the Government, the Minister and the CEO of the SAAQ indicate that the investment for the implementation of the company’s business plan does not require budgetary credits and will even make it possible to generate profits.
“In addition to improving customer services, the business plan and consequently the profits ensure the reimbursement of the investment,” they said.
This evaluation was presented to convince the government a month before the publication of the tender.
According to the auditor general of Quebec, the SAAQ finally signed in 2017 a contract of $ 638 million for ten years which included the commissioning of three phases, the operating costs and the sums which are entitled to the SAAQ resources to deploy the CASA/SAAQCLIC project.
The contract was signed with the Alliance, made up of LGS and SAP companies.
Due to problems during the deployment, poor needs assessment and due to failures, the VGQ now estimates that the project will cost minimally $ 1.1 billion for the 10 years provided for the contract with the Alliance.
