The results of graphological analyzes carried out on a letter of resignation sent on behalf of a municipal councilor at the town hall of Coin-lès-Cuvry (Moselle) demonstrate an identity theft on this missive, which has prevents the elected representative since January 2024 from accessing the debates, we learned on Sunday.
Julien Ruaro, a 39 -year -old father, presented himself in 2020 in the municipal elections on the only list in the running in this village of 800 inhabitants located about ten kilometers from Metz. Other subjects, a possible embezzlement of public goods and questions relating to roads in particular, still worry Julien Ruaro who describes himself as “elected independent” and represents the only opposition voice.
In January 2024, the village mayor received a letter on behalf of Julien Ruaro, informing him of his resignation from the municipal council. “Without even trying to contact him,” she has resigned, he regrets.
Irrevocable
The elected official filed a complaint to have his identity theft recognized and sent to the town hall a certificate on honor in this sense, without this having an effect. “Once a resignation passes into the hands of the mayor, it is irrevocable,” said the councilor in 2024, Anne-Marie Linden-Guesdon.

For the elected official, on the other hand, it is “a serious damage to the democratic process”. The missive included “44 lines of typed mentions followed by an illegible signature”, affixed using a “blue-colored pen”, according to the expert. All members of the municipal council were asked to submit to expertise.
In the results of the analysis, consulted by AFP, the graphologist expert concluded that the handwritten mentions, in particular on the letter sending the letter with acknowledgment of receipt, “are not the work of the various comparison scripts”, namely by Julien Ruaro or members of the municipal council, but “are to be assigned by the hand of an unidentified third party”.
