Recently, the Hanoi Construction Department has also published a document asking the City of Hanoi Technical Infrastructure Management Center to coordinate with the Circulation Infrastructure Maintenance Council to study plans and solutions to overcome floods and engorgement points as well as to develop traffic organization plans for these “black dots”. This unit must also carry out research and coordinate with consulting units to immediately deploy solutions applying science and technology to effectively manage flood points during the 2025 rainy season.
In particular, the Department of Construction has asked to accelerate the implementation of the investment project in the construction of flood controls for certain places in the city center districts and projects for repairing the City drainage system managed by the Department of Construction approved by the City People’s Committee. The traffic maintenance council was responsible for coordinating with the City of Hanoi technical infrastructure management center to examine and unify the solutions and road safety organizations in the city flooded.
According to the evaluation of the construction department, Hanoi still has 30 flooded zones (11 flooded zones with precipitation from 50 mm/h to 70 mm/h; 19 flooded zones with precipitation of more than 100 mm/h). To overcome the flood situation, Hanoi urgently implements a certain number of projects such as: drainage system, regulation lake, vinh Thanh pumping station (Dong Anh district); Modernization and construction of the Phuong Trach pumping station (Dong Anh district); Improve the drainage system in the western region at the Yen Nghia (HA Dong District).
At the same time, a series of projects are being prepared for investment, such as the drainage system for rainwater in the left basin of the NHUE river, the Draination System of the HA Dong District in the NHUE Right River basin, the Gia Thuong pumping station, the regulation lake and the Thuong Thanh channel (Long Bien District); Local flood control project for downtown districts and certain suburban areas.
Although there are many drainage projects, many of which have invested thousands of billions of Dongs, Hanoi still experiences floods each year when it rains. In particular, the drainage system improving the drainage system in the western area of Hanoi (Yen Nghia drainage pumping station). The project was built in order to improve the drainage capacity of the western area of the city, including the districts of Cau Giay, Nam Tu Liem, Bac Tu Liem and Ha Dong with a total investment of more than 7,400 billion VNDs, implemented since 2015, including the construction of the Yen Nghia drainage pumping station and the hardening of the KHE channel aspiration.
However, so far, nearly 20 households have not yet given up the field to implement the project for many reasons. The construction unit focuses on the construction of the KHE canal bed, currently completed 80 %. If it is not raining in the coming days and the weather is favorable to construction, this project will be completed before May 15. The remaining elements should be completed by the end of this year.
-Another drainage project, the Mac link seat complex, is also proposed in order to drain and prevent floods in the western area, especially in the districts of Cau Giay, Nam Tu Liem, Bac Tu Liem and Ha Dong. The total investment of the project is 3,635 billion VND. But so far, it is always a “suspended” project.
To solve the problem of floods in major cities, including Hanoi, according to Dr. Trieu Duc Huy, Deputy Managing Director of the National Planning and Investigation of Water Resources (NAWAPI), currently, the level of groundwater in the large urban areas of Hanoi is increasingly lowered due to overexploitation, which poses many potential risks of pollution and pollution soil sagging. At the same time, the potential for recovering rainwater and surface water in aquifers is enormous. The collection of rainwater to reconstruct the water tables is also one of the solutions to resolve urban floods.
“Currently, the Water Resources Act provides guidelines, solutions and regulations for the collection and treatment of rainwater before their rejection in water tables. I think that big cities like Hanoi and Ho-Chi-Minh-Ville, if they want to fight floods, could use the collection and drainage of rainwater. We could also collect rainwater and send them to underground tanks to exploit them to water plants, wash the roads or to other purposes, ”suggested Dr. Trieu Duc Huy.
According to Dr. DAO NGOC NGHIEM, vice-president of the Vietnamese Planning and Urban Development Association, Hanoi is currently divided into 3 drainage areas: Hanoi Nord, the Gauche Day river area and the DAY Right river area. But the pumping stations to pump water locally and the intermediate stations to transfer to downstream stations have not yet been built. In addition, downstream pumping stations do not have sufficient capacity to pump all the water. On the other hand, many pumping stations have not yet been built, which makes drainage even more difficult.
Dr. DAO NGOC NGHIEM has shared that the experience of countries around the world in terms of flood prevention and fight shows that 3 to 5 % of the earth’s surface should be used as water regulation lake. But Hanoi currently only has 2 %, the equivalent of 6,000 hectares of lakes. Although Hanoi has many channel networks, many of them are filled and the full potential of this network has not been used.
“It is obvious that flood prevention projects in the country’s urban areas are essential, but insufficient, especially in the current context of extreme climate change. The resolution of the problem of floods requires a sustainable strategy and vision. Drainage projects must be quickly adapted. In addition, it is necessary to maintain and regularly repair channels, ditches and sewer networks … It is notably necessary to set up an in -depth study policy of the river network crossing Hanoi, “said Nghiem.
