The FTA index is an index evaluating the ability to implement commitments in the ALE in 63 provinces and cities.
The FTA index is based on four main pillars: the diffusion and propaganda of the ALE; implementation of legal regulations on the ALE; policies aimed at supporting the improvement of competitiveness; implement commitments in sustainable development.
The total score of each locality is calculated on the basis of a 10 -point scale for each component index, forming a maximum total score of 40.
The first 10 localities at the head of the country in terms of score of the FTA index in 2024 include: CA Mau (34.90 points), Thanh Hoa (34.13 points), Binh Duong (34.02 points), Khanh Hoa (32.92 points), Tra vinh (32.74 points), long year (32.50 points), Ha Giang (32.46 points) (32.43 points), Ninh Binh (31.74 points), Dien Bien (31.72 points).

The construction of the ALE index is not only a simple classification, but also a strategic step to measure the effectiveness of international integration at the local level – where the commitments of the ALE are directly implemented with companies.
Thanks to this set of indicators, the government will be able to better understand the implementation of support for companies to take advantage of the ALE in the localities in order to have guidelines and follow the implementation of ALE in the localities. At the same time, there are appropriate solutions and support to overcome difficulties; Developing companies to adopt a sustainable development orientation, to meet integration standards and to contribute to the successful implementation of the objectives of economic, investment and trade in Vietnam.
