The Jura government wishes to intensify the reform of the functioning of cantonal and municipal institutions. He transmitted his analysis to Parliament this Friday. It is drawn from the recommendations of experts mandated last year. The executive wants to quickly open a substantive debate with Parliament. The government intends to confirm the acceleration of the “Modernization of the State” program. This aims to provide the cantonal administration with greater autonomy, with reinforced efficiency and increased capacity to react quickly. The relevance of the services provided by the State, the effectiveness of internal processes, the digitization and the use of tools such as artificial intelligence are analyzed. Ultimately, these changes must allow some 6 million francs in economy. “Modernization of the State” has been active since 2024. Its deployment is provided by 2029 for the entire cantonal administration.
Incitement to reduce the number of municipalities
The government also wants to launch a redeployment of their structures, in consultation with the Jurassic Association of Communes (AJC). “The momentum is favorable with the arrival of Moutier and with an opening of the municipalities to take up the debate,” says Rosalie Beuret Siess. Objectives: Reduce the current number to strengthen them, improve their efficiency and ensure their ability to finance public policies. Maintaining structures capable of defending identity and local interests is also one of the goals to be achieved. Technical and financial support is planned.

No vote in parliament
The municipalities will be informed at the next AJC assembly on May 7. As for Parliament, it is called upon to seize the file as soon as possible, but the deputies will not be called upon to vote on this object.
