Goin’digital: Senegal code its digital future

The Minister of Communication, Telecommunications and Digital Economy, Alioune Sall, chaired this Friday, April 11, the launching ceremony of the Goin’Digital project, in the presence of the main technical and financial partners of the country.

In an amount increased to 13.1 million euros (or 8.5 billion FCFA), this initiative embodies the ambition of a connected, innovative and sovereign Senegal.

Deployed within the framework of the New TECHNOLOGICAL DEAL (NDT), Goin’Digital is a flagship project funded by the European Union, Germany and France, implemented by GIZ in partnership with Expertise France. It aims to strengthen institutional capacities, modernize public services and stimulate local innovation, while expanding access to digital technologies and skills.

“Goin’digital meets a requirement for strategic coherence. We want all digital initiatives to converge on a common objective: to build a strong, inclusive, and resilient digital economy, “said Minister Alioune Sall.

A pillar of the New Technological Deal

Six months after the signing of the cooperation agreement, the project aligns fully with the country’s new digital strategy. According to the Minister, Senegal’s digital transformation is now based on solid infrastructure, interoperable information systems, an innovative ecosystem, as well as a single window for citizens’ services. For this, the digital governance committee, called Gouv New, was created by decree, to pilot intersectoral coordination and guarantee the effectiveness of reforms.

The objective is clear: position Senegal as a regional digital hub, capable of generating value, creating employment, strengthening its technological sovereignty and responding to the aspirations of its citizens.

Multilateral and strategic cooperation

Present during the launch, the partner ambassadors all welcomed Senegal leadership in the digital field. For Jean-Marc Pisani, head of the European Union delegation, Goin’Digital represents “a decisive step to strengthen digital transformation for sustainable development”, recalling that initial funding has been increased thanks to an additional contribution from Germany.

Sönke Siemon, German ambassador, described the new technological new deal as a “vertebral column” of this sustainable and inclusive transformation, while Laurent Viguié, cooperation advisor to the French Embassy, ​​insisted on the expected concrete impact of the project in the life of citizens, businesses and public services.

Towards a transformation centered on humans

The project, structured around inclusion, training, innovation and intelligent governance pillars, aims to provide concrete solutions to digital challenges. In its first phase, it will help better coordinate the sector, increase connectivity and promote the appropriation of digital tools by populations.

As of now, discussions are underway with the ministry to broaden the action to other localities and prepare the second phase focused on a digital transformation centered on humans.

With Goin’Digital, Senegal confirms its desire not to undergo the digital revolution, but to embrace it fully to shape its economic and social future.
