On the occasion of this event, the Vietnam Ambassador in the Russian Federation, Dang Minh Khoi, gave an interview to the correspondent of the Nhan Dan newspaper in Russia on the importance of the visit, the strengths of bilateral relations in recent times and the prospects for the development of relations between the two countries in the coming times, in particular with regard to the first time that the People’s Army A military parade abroad.
Ambassador Dang Minh Khoi said that it was the first official visit to the Russian Federation of the Secretary General To Lam as the highest party leader, which takes place at a time when the two countries have just celebrated their 100th anniversary. 75th anniversary of diplomatic relations, as well as the 70th anniversary of the first official visit of President Ho Chi Minh in the Soviet Union.

According to the ambassador Dang Minh Khoi, looking back during history, although Vietnam, the former Soviet Union and the Russian Federation have now established diplomatic relations for 75 years, in fact, more than 100 years ago, President Ho Chi Minh set foot for the first time in Russia and from there he found the way to save the country.
The peoples of the two countries have shared many historical values. It is independence, freedom and happiness of the people. In the light of the October Revolution, as well as the influence of the victory of the Soviet Union during the Second World War, the August Revolution in Vietnam succeeded and Vietnam obtained its independence. After that, our people won the war of resistance against colonialism in 1954, released the South and gathered the country in 1975.

In 1941, under the direction of Uncle Ho, 7 Vietnamese voluntary soldiers joined the Red Army to defend Moscow and 3 of them courageously sacrificed their lives.
In October 2024, the Russian Federation inaugurated a monument to the three Vietnamese soldiers who died at that time, recognizing the contributions of the Vietnamese people to the common struggle of the Soviet people in the Great Patriotic War.
On the other hand, if we look at history during the resistance wars against France and the United States, tens of thousands of Soviet military advisers came to help Vietnam and many of them sacrificed their lives.
After the war, tens of thousands of Soviet advisers helped Vietnam to build many typical projects, thus helping Vietnam to build the country in the early days. We can say that the history of the two countries is very closely linked, really sincere, and recognizes sincere help.

After the collapse of the Soviet Union, there has been a period when relations between the two countries have stagnated, but in the past 20 years, relations between Vietnam and Russia have gradually restored and developed strongly. Last year, Vietnam and Russia celebrated the 30th anniversary of the signing of the Treaty on the fundamental principles of friendly relations and the 12th anniversary of the establishment of the global strategic partnership.
Ambassador Dang Minh Khoi stressed that in 2024 and early 2025, relations between the two countries will develop strongly in all areas. The most obvious brand is the frequency of high -level contacts.
-In June 2024, President Putin made an official visit to Vietnam. In January 2025, Russian Prime Minister Mikhail Michoustine went to Vietnam. In the opposite direction, in October 2024, Prime Minister Pham Minh Chinh attended the Extended Conference of the Brics in Kazan.
In September 2024, the president of the National Assembly, Tran Thanh Man, made an official visit to the Russian Federation. In addition, Secretary General To Lam had a very important telephone interview with Russian President Putin.
We can say that telephone calls and high -level contacts have shaped the development of bilateral relations and that the areas of cooperation in the political, economic, commercial fields and interpersonal exchanges have been very strongly developed.

During this visit to the Secretary General To Lam, the senior leaders of the two countries will be able to discuss the main guidelines for the development of bilateral relations not only for the next 5 or 10 years, but perhaps longer.
Vietnam and Russia are both ready and willing to deepen the global partnership between the two countries, to build more reliable political relations, more substantial and more effective economic and commercial relations, and closer interpersonal exchanges.
Concerning the prospects for the development of bilateral relations in the coming times, according to the ambassador Dang Minh Khoi, in addition to the areas of cooperation in terms of security, defense, petroleum and gas – the main pillars of bilateral cooperation, the two countries hope to open up new areas of cooperation, seek new motor forces to promote relations, first of all in the field of scientific and technological cooperation.
The Soviet Union (formerly) and the Russian Federation are today scientific and technological powers. Basic research in Russia is very good and recently developed strongly, from basic research to applied research. Although the Russian Federation has encountered many difficulties in recent times, the country has nevertheless carried out many important achievements in the fields of nuclear, quantum, artificial intelligence, new sciences and technologies, green energy, etc. It is very necessary that Vietnam will learn and take advantage of the experience, technology and capital of the Russian Federation to develop the country.
In addition, Vietnam has relaunched its nuclear energy project. Nuclear cooperation is also a priority area of cooperation between Vietnam and the Russian Federation. Russia has said that it would not be content to cooperate in the construction of one or two nuclear power plants, but that it would also help Vietnam develop its nuclear industry. We can say that it is the key technology industry that helps Vietnam to enter firmly in a new period of development for the country.
In addition, there are many other areas of cooperation between the two countries such as transport, logistics, etc. The prospects for cooperation between the two countries are enormous. It is important that the ministries, branches and localities of the two countries are now taking advantage of opportunities and effectively implement high -level agreements to promote cooperation in the field of science and technology.
In the coming times, the two countries will have to pay more attention to the field of cooperation in education and training. Vietnam must make good use of Russian annual scholarships to train high quality human resources in order to contribute to the development of the country, by giving priority to the areas of basic research, manufacturing, technology, including academic artistic training.
